Getting Ahead: An Upward Mobility Agenda for New Yorkers in 2016

Summary: According to The Unheard Third, our annual survey of New York City residents, a vast majority of low-income New Yorkers feel stuck or like they are slipping down the economic ladder. New Yorkers of all incomes also voice strong support for an upward mobility agenda that includes raising the minimum wage, making college more affordable, paid family leave, making mass transit more affordable, and reigning in the practice of unpredictable scheduling. As the 2016 legislative session gets under way, this report offers New York State lawmakers a blueprint for what the state can do help New Yorkers get ahead.
