MCCAP first started in 1998 as a model consumer assistance program funded by the City of New York. To learn more about MCCAP’s impact, please see our latest Annual Report here.

Assistance for New Yorkers in their Own Communities Across All Five Boroughs

MCCAP uses a "hub-and-spokes" model: CSS acts as the hub with its live answer, toll-free helpline, while advocates at 20 CBOs serve as the spokes. The advocates are trained and supported by CSS to ensure that they provide high-quality services in person and in their communities.

Our toll-free live answer helpline, 1-888-614-5400, is open Monday to Friday from 9 a.m. to 4 p.m.

MCCAP agencies cover the entire city and provide services in more than 16 languages and at 26 different locations across all five boroughs. NYC residents needing assistance can call the toll-free helpline or reach out to a MCCAP CBO, listed below.

MCCAP Services Include:

  • Helping NYC residents understand their coverage, such as Medicaid, Medicare, Essential Plan, Child Health Plus, commercial, or employer-based insurance
  • Assisting NYC residents to access benefits such as prescription drugs, or routine and specialist services
  • Helping NYC residents resolve health insurance problems
  • Helping uninsured NYC residents access free or low-cost care

MCCAP reaches communities at risk, including low-wage and hourly workers, women, communities of color, immigrants, individuals with limited English proficiency, and people with disabilities and chronic health conditions.

MCCAP Will Support New York City Residents Amid HR1 Coverage Changes

Nearly 1 million New York City residents are at risk of losing coverage, experiencing coverage gaps, or facing new barriers to care due to eligibility redeterminations, increased administrative requirements, plan changes, and affordability challenges.

MCCAP will play a critical role in ensuring New Yorkers can understand these changes, maintain their coverage, and access the health care they need by:

  • Preventing coverage loss in helping consumers understand new eligibility and renewal requirements
  • Resolving Access to Care problems such as health plan denials, access to providers, and other barriers to care
  • Supporting affordability through education about plan options and costs, financial assistance, and access to low-cost services
