Education Debt Consumer Assistance Program (EDCAP)
Empowering you to tackle student loans and achieve your educational goals with less debt.
EDCAP is New York’s designated education debt consumer assistance program, providing comprehensive support to New Yorkers navigating all types of education debt, whether federal or private. As a one-stop shop, EDCAP offers financial guidance across the entire higher education continuum, assisting individuals in accessing financial aid and effectively managing existing student loans.
Our Helpline
EDCAP assists student loan borrowers across New York State in effectively managing their education debt and enhancing their financial well-being through free, unbiased, one-on-one consumer assistance.
For immediate support, borrowers can reach our live-answer helpline at 888-614-5004 (Monday to Friday, 9 am – 4 pm). Assistance is also available via email at edcap@cssny.org or through our website at edcapny.org.

Our Services
EDCAP can assist you with:
- Determining the best repayment option
- Accessing loan forgiveness, cancellation, and discharge programs
- Applying for financial aid (FAFSA), consolidation, deferment, and forbearance
- Resolving issues with loan servicers and lenders
- Getting out of default to prevent wage garnishments, social security offsets, and tax intercepts
- Developing a comprehensive plan and strategy to tackle your student debt
- Understanding and comparing financial aid offers to make a plan for college with less debt
- Referring you to other services and resources to address additional needs

EDCAP can collaborate with you on a virtual webinar or in-person workshop on substantive student loan topics that are of interest to your community members, including repayment strategies, debt relief options, effective ways to pay for school with less debt, applying for financial aid, and understanding aid award letters.
