Facilitated Enrollment for the Aged, Blind, and Disabled Program (FE-ABD)
FE-ABD is a New York State-sponsored public health insurance application assistance program for people who are aged, blind or disabled. We educate and assist New Yorkers with enrolling in and using public health insurance programs.
The FE-ABD Program consists of a network of 13 community-based organizations around New York State:

- Western New York Independent Living
This network of organizations provides application assistance to individuals in 38 out of New York’s 62 counties. Facilitated Enrollers are not connected with any health insurance plan and all services are free and confidential.
Facilitated Enrollment services include:
- Private, one-on-one counseling about public health insurance options through:
- In-person application assistance at one of our 100 meeting sites around New York state
- In-person application assistance at your home, if you have difficulty traveling or communicating by phone
- Education sessions for consumers, caregivers and other service providers
