Policies Matter: Hardships Decline for Low-Income New Yorkers in 2016

Irene Lew, Nancy Rankin

Summary: This report shows evidence of a significant drop in hardships among low-income New Yorkers in the year that just ended. To be sure, the economy has improved, but progressive policies championed by Governor Cuomo and Mayor de Blasio also played a big role in bringing hardships down. From increases in the minimum wage to new health insurance plans to paid leave legislation, there is some dramatic evidence that progressive policies actually work. With Washington poised to block expansion of similar measures nationally and to dismantle Obamacare, what’s happened in New York makes a strong case for the power of state and city policies to improve the lives of those struggling economically.
