Missed Opportunity: How New York City Can Do a Better Job of Reconnecting Youth on Public Assistance to Education and Jobs

Summary: This report examines the extent to which New York City uses its public benefits system to reconnect young adults to education and work. Through primary data collection from more than 100 respondents, the report finds that the NYC Human Resources Administration (HRA) misses this opportunity, by placing the overwhelming majority of young people in adult-oriented job programs that are inappropriate for their age and education level.
