Lazar Treschan, Santa Soriano-Vasquez, Brooke Richie-Babbage

Through primary data collection from more than 100 respondents, the report finds that the NYC Human Resources Administration (HRA) misses this opportunity, by placing the overwhelming majority of young people in adult-oriented job programs that are inappropriate for their age and education level.
