How Twenty Years of Listening to Low-Income New Yorkers Has Sparked Policy Change

Hearing directly from New Yorkers about the challenges they face is essential to creating effective policies that truly support them. That’s why from 2002 through 2023, we conducted an annual survey of New York City residents, with a focus on capturing the opinions, experiences, and needs of low-income people.

This survey, called the Unheard Third, provided critical insights for significant policy victories that have improved the lives of city residents. In 2024, the survey expanded beyond New York City to all of New York State and was renamed the Annual Survey of Housing and Economic Security, offering an opportunity to reflect on two decades of the Unheard Third and its impact.
