Rent-Stabilized Tenants Are Struggling to Make Ends Meet

Based on a Fall 2025 survey of 2,000 residents, including 403 rent-stabilized tenants, this brief finds that while rent stabilization provides critical protections—helping tenants remain in their neighborhoods and reducing housing-related stress—economic insecurity remains widespread.

Over one in four rent-stabilized tenants reported owing back rent, nearly half said they were unable to make ends meet or were barely getting by, and almost two-thirds lacked sufficient emergency savings. Among low-income rent-stabilized tenants, these challenges were even more severe. The findings underscore that rent stabilized tenants need relief.
