The federal reconciliation bill signed into law in July 2025 introduces steep cuts to Medicaid and ACA-funded health insurance, threatening coverage for an estimated 1.5 million New Yorkers. As the state faces this major federal rollback, New York’s response to a previous policy shift—the end of COVID-era continuous coverage—offers a model.

The Keep New York Covered (KNYC) initiative, a 14-month statewide effort spearheaded by CSS, helped thousands of New Yorkers retain public insurance coverage, with community-based outreach playing a central role. The $2.5 million project supported 36 local organizations and led to over 85,000 enrollments—at just $30 per person and a 3,850% return on investment.
