Summary: This report provides a broad set of recommendations for how New York City can do more to build the skills of its underemployed citizens, and thus spur growth in the economy. The report places particular focus on four groups: young adults, court-involved individuals, individuals on public assistance, and the long-term unemployed. This report was co-authored with the Center for an Urban Future.
