Bio

Diane Spicer has been the Supervising Attorney of Community Health Advocates since 2011.  She oversees the program and manages a team of 20 program staff, advocates, and volunteers on all aspects of case handling, litigation and identification of systematic issues to inform policy advocacy.

Previously she worked with the Legal Aid Society's Health Law Unit for 10 years representing clients and training advocates on health law topics including eligibility and access to care for enrollees of publicly programs, rights in managed care, hearings, appeals and external reviews.

She participates in state-wide health policy discussions with government officials and served on the NY OMIG Medicaid Managed Care Compliance Program Guidance Advisory Committee, the Medicaid Managed Care Advisory Review Panel and was appointed as a consumer representative to the NY Department of financial Services Insurance Advisory Board.  She attended NYU, Rutgers University School of Law and was admitted to the New York Bar in January of 2008.
