The Housing Role in Workforce Development: Challenge To The New York City Housing Authority

Summary: Since the onset of the recession in 2008, unemployment has more than doubled among the city’s public housing residents and Section 8 voucher holders to an estimated 27 percent by 2010 . During the 2002-2008 period of local economic growth there was a marked increase in resident labor force participation and employment, but the present jobless recovery poses new challenges to NYCHA. The analysis also shows that those residents most likely to be left behind, even in a growing labor market, are the young, particularly men of color, particularly those without a high school diploma. The report includes recommendations for strategic policy changes to connect residents to opportunity even during hard times.
