New Yorkers Agree: Expand HAVP

Homelessness and evictions are pervasive throughout New York State, and New Yorkers are demanding action. Last year, the state launched the Housing Access Voucher Program (HAVP) as a pilot rental assistance initiative. While this program represents a critical step forward, expanding HVAP and making it permanent is essential to addressing New York’s housing crisis.

This fact sheet highlights new findings from our 2025 Annual Survey of Housing and Economic Security, showing that 91 percent of New Yorkers support expanding HAVP. Support is broad and overwhelming across regions, income levels, racial and ethnic groups, and political party affiliation.
