Housing Distress is Widespread Across NYC’s Rental Market—Rent Regulation is Not to Blame

Summary:
Drawing on data from our 2025 Annual Survey of Housing and Economic Security, this report presents new, timely data on housing quality in New York City's regulated and market-rate housing stock, where the vast majority of New Yorkers live. The responses from tenants show that housing quality issues are more prevalent for low-income tenants and that income level was a more important indicator of housing quality than whether an apartment was market-rate or regulated.
