Denial Tactics: Tracking New Forms of Source of Income Discrimination in New York City

Summary:

Source of income (SOI) discrimination, the practice of denying housing to tenants with rental assistance vouchers, remains one of the most prevalent forms of illegal housing bias in New York City.

In this report, we partnered with Unlock NYC to analyze the increasingly sophisticated tactics used by brokers and landlords to evade enforcement. We cataloged more than 20 discriminatory tactics including scams, steering voucher holders away from coveted neighborhoods, and requesting exclusionary credit scores. Among the more than 700 reports of alleged SOI discrimination reported to Unlock NYC, a majority are from families experiencing homelessness.
