Bio

As Program Director of the Independent Consumer Advocacy Network (ICAN), David helped to establish and implement this statewide network of 14 non-profits who assist consumers through a toll-free hotline, education events in the community, a website, and assistance with navigation and appeals.  Prior to joining CSS, David was the Assistant Director of the Evelyn Frank Legal Resources Program at New York Legal Assistance Group, and previously at Selfhelp Community Services. He is a frequent speaker and trainer on public health insurance topics, and is an adjunct professor at Cardozo School of Law.  David has a JD from Cardozo School of Law and a BA from Oberlin College.
