COMMUNITY HEALTH ADVOCATES (CHA)
Community Health Advocates (CHA), previously known as the New York City Managed Care Consumer Assistance Program (NYC MCCAP), is an innovative resource that helps New Yorkers navigate the complex health care system, providing assistance to underserved communities throughout the state. First established in 1998 with funds from the City Council, CHA has helped more than 150,000 clients enroll in and navigate their health coverage through a diverse network of community-based organizations (CBOs) throughout the city and state.Today, the Community Health Advocates program serves as New York’s Statewide Consumer Assistance Program. Under federal health reform, or the Affordable Care Act (ACA), states are able to receive federal funding to support consumer assistance programs. In 2011, the New York State Department of Health awarded CHA its share of funding for consumer assistance. CHA operates a statewide network of 24 CBOs and a central, live-answer helpline staffed by CSS. The CBOs are trusted resources in their communities and offer quality education workshops and individualized counseling for people accessing health coverage and care. The program is culturally and linguistically diverse, providing health help in multiple languages.
