Summary: Recognizing that millions of consumers would need help understanding their new benefits and responsibilities under the Federal Health Reform law, the bill provided funding for health coverage outreach and enrollment assistance through independent consumer assistance programs. This report provides recommendations for policy makers considering how to best provide these essential services in their communities.
