Summary: The Cornerstone for Coverage proposal is a pragmatic approach to health security in New York. This plan builds upon New York’s existing and popular public insurance programs and seeks to provide high-quality, affordable health insurance to all uninsured New York residents for as little as $2.9 billion when fully implemented.
