Statement on Mayor’s Preliminary Budget

David R. Jones

The Mayor's Preliminary Budget calls for ending the agreement under which NYCHA pays more than $70 million annually to the NYPD.  NYCHA's financial woes are well known. This payment to the city for police services that the city provides for free to private apartment buildings has always appeared misguided. But when you consider NYCHA's chronic underfunding at the state and federal levels, not to mention an annual operating deficit, handing this money over to the city was nothing short of irresponsible.

We applaud the mayor for returning this money to the authority where it can be applied to fixing the backlog of repairs, other urgent maintenance needs, and providing relief to housing residents experiencing deteriorating conditions. CSS has been calling for the end of the police payments since 2006, when NYCHA went public with a $168 million operating deficit. At an April CSS forum, Mayor de Blasio firmly committed himself to ending the arrangement.
