Independent Consumer Advocacy Network - Health Initiatives Department

The Community Service Society (CSS) is an independent, not-for-profit organization that has been at the forefront of public policy innovations that support low-income New Yorkers for more than 170 years.  The New York State Department of Health awarded CSS a five year contract to run the Independent Consumer Advocacy Network (ICAN), the statewide Ombudsprogram for Managed Long Term Care (MLTC). For more information, see  ICAN is hiring a Health Counselor to provide consumer assistance to Medicaid and Medicare beneficiaries.

Job Description:

  • Provide information, education, advice, navigational services and appeal representation to beneficiaries on how to enroll into managed long term care health plans and successfully utilize health insurance and/or care
  • Respond to live calls on the Helpline in alternating shifts starting as early as 8 am and ending as late as 6 pm, Monday – Friday (total hours per week would be 40)  
  • Provide trainings and presentations to beneficiaries, advocates and others, as needed
  • Prepare training materials and fact sheets as needed
  • Maintain thorough case records of services provided, advice, appeals and/or referrals
  • Help identify systemic trends or practices that adversely affect clients and work closely with senior CSS staff and other appropriate stake holders
  • Other responsibilities identified by Supervisor

Job Requirements:

  • A minimum of one year experience providing assistance to consumers and/or advocates on health insurance and/or health care access issues
  • BA required; graduate degree in law, nursing, public health, or social work preferred
  • Experience advocating on the behalf of consumers to health insurance companies and health care providers strongly preferred
  • Ability to touch-type at least 35 WPM
  • Ability to speak, type and write clearly, concisely, persuasively and keep detailed notes of all communications
  • Intermediate proficiency in Microsoft Outlook and Word; basic proficiency in Microsoft Excel
  • Research and data based management skills preferred
  • Written and spoken fluency in Spanish or Chinese (Mandarin or Cantonese) strongly preferred
